Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been defused. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: an extensive attack of missile and drone strikes on Kyiv.
The Pattern of Negotiation and Warfare
The chain of conflicting incidents captured the harsh reality of the outgoing year. By day, political struggles are waged: positive announcements are released from multiple capitals. Immense energy is allocated on containing particular approaches. By night, the Kremlin brutally reminds the world that, for them, military action persists as the main instrument for achieving "settlement".
Nighttime Reality
As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor missile launches from across the border, a capability afforded by current data. From witness perspectives, defense planes that had been deployed to intercept incoming aerial threats streaked across the sky – sophisticated military planes delivered to Ukraine by European allies.
Shortly after, Kyiv's anti-aircraft weapons activated: defensive missiles fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, probably supplied through Western nations. Every launch jolts you unexpectedly, causing tremors. The brief panic quickly transforms into sober acceptance: maybe the hostile projectile won't hit its mark this time, protecting urban areas from ruin and another blackout.
Continuous Dangers
Following this, a automatic firearm opened up on a unmanned aircraft close by, part of a rapid response unit – almost certainly imported technology. Regrettably, the projectiles didn't strike the hostile drone – it continued its flight toward its target.
Intermittently, this persisted until dawn. Kyiv awoke to the early updates: multiple fatalities, destruction and utility failures in many homes as a result of the night's assault. As typically, everyone still continued their routines – living the war. But those full day encapsulated Ukraine's essential dependence on Western support – a need that European nations are clearly incapable to replace in the short term.
Ineffective Peace Efforts
The detailed framework from US administration generated strong feelings, debate and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new proposal from American administration unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually achieve victory. This pattern will, no doubt, persist.
Strategic Calculations
It is tempting to accuse specific actors of consistently pushing Russian terms. But that does not seem to be the entire situation. US administration works based on a premise familiar among experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The White House presumes that it is impossible to pressure the Kremlin to relinquish the territory that it currently occupies in Ukraine's south or east.
The challenge is that while accepting these circumstances, US leadership does little to discourage Russia, through statements or actions, from thinking that the current condition will not change more in its benefit in the near future.
Opposing Positions
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their incentive to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's government remains highly assured in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing people and territory but avoiding a complete military breakdown until conditions improve in its favour.
Current Realities
Factually, there are no genuine requirements for a truce. Now, subjective factors are entering the equation: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unsuitable, so that their attention does not move to internal issues. And although their objective will now be significantly challenging after current events, it remains quite doubtful that this will modify their basic position.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a mere seven days to eliminate the 28 points of the latest plan. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, current information leaks, all served their function.
While new initiatives based on old ideas are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and show specific hesitation to change the course of events, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, mainly require ongoing international assistance.
